On September 29 Game Informer published its GTA 6 cover story, and Rockstar used part of it to describe the weather of Leonida. Florida gets sun and hurricane season, and the game takes both.
Rain you can drive into
Storms in Leonida are local. You can stand in a dry, sunny spot and watch rain come down somewhere across the bay. Drive over after it passes and the ground still shows it: puddles that have not dried yet, and in the right light a rainbow over the street.
GTA 5 did it differently. Weather there was the same across the map, and the wet look went away with the rain. Clouds in Leonida move on their own and bring everything between clear skies and a downpour.
Storms and hurricanes
Rockstar confirmed that Leonida gets the tropical storms and seasonal hurricanes Florida is known for. How often they come, whether they follow a season, and what a hurricane does to a mission or a chase, the studio did not say.
Red Dead Redemption 2 is the nearest precedent: its storms cut visibility and changed how horses behaved. By the cover story, the weather of GTA 6 grew out of that work and was rebuilt for a tropical coast.
Wind
The issue also describes a wind system, with breezes off the water and updrafts over hot ground. Wind moves hair, debris, water and plants, and buildings shield whatever stands behind them.
The short version is in the database entry on weather and storms.
